Did Filoni explain the connection between Kylo Ren and Rey in TLJ?

Spoilers if you haven't seen the (best) last three episodes of the show.

We're all a bit more familiar with the World between Worlds now. It's not a place but a bridge flowing through the Force and thus, through time and space.

We've seen this place being exploited by Ezra as he intervened and saved someone from the past from a certain death. And we've seen a Dark being try to make this place his own.

But did Snoke learn how to use this place?

I was watching TLJ and saw the scene in which Kylo Ren connects with Rey. And the rain somehow drops on him even though he's on his ship and she's on Ach'to. Then Snoke later reveals that he created a connection between the two characters, and what's interesting is that this connection is so strong that it allows physical exchanges, hands touching, raindrops on Ben Swolo's face, you get the picture.

Do you think this is a manifestation of the World Between Worlds? Did Snoke "master" this place? If so, even after his death, Rey and Kylo are still connected. Does this imply the connection remains because Snoke is alive?
