Syncing issues / Creating Local Files

My company just switched servers and is struggling to get files to open properly. When I try to open a file it won't let me create a local file. I can open without creating a local(assuming this is the central then) but won't let me sync, but will let me save to the central. When I try to sync it tells me I can't because it is a read-only file. Not entirely sure what to do.
