How do you leave a review with only stars (no comments)?

Hi there! So when people purchase items from my shop, they leave reviews via a star rating but no comments or written review . When I make a purchase, when prompted to leave a rating, I can't leave only stars. I have to write a short message before submitting. Why is this?
