Scenario: Bills Trade to #2 or #3. Browns no longer take Barkley at #1?

A growing consensus is saying that the Browns will take Barkley at #1 and their QB at #4, since Giants and Colts are less likely to take QB’s at #2 and #3 respectively.

If, however, the Bills manage to trade for #2 or #3, will the Browns then take their QB at #1? (Bills being at #2 or #3 risks the desired Browns QB being taken). Or, would they take Barkley either way?

(I’m aware that not all believe the Browns will definitely take Barkley at #1, and believe that they will take a QB at #1 either way)
