Question about Vassals and Ethics

So I'm trying out an Authoritarian for the first time and am busy turning other empires into vassals. Is there a way to force, compel, or encourage my vassals to adopt my ethics? Like in EUIV you can force your religion on your vassals.

Edit: And a second question while I'm at it: Any way to steal/take/demand Strategic Resources from my vassals?
