Stuck at Steam Installer box screen

Hello! I just purchased the game and downloaded. I keep getting stuck at the Steam, "First time setup" box. I have uninstalled and redownloaded twice and I am still getting this problem where the little thing just spins and nothing happens. I cleared my download cache but it is still not working. Could anyone give me any advice? Thanks!
