iPhone automatically unlocked under Apple iPhone Upgrade Program?

I've contacted Apple and T-Mobile support and am still very vague about this question before traveling internationally. T-Mobile said they are unable to verify whether the phone is locked/unlocked while Apple says it shows as unlocked on their end. I just wanted to be sure if my iPhone 8+ is unlocked under IUP before going abroad.
