Prepare yourself for some probably annoyed answers, because this question is asked here a lot. He is not a sorcerer yet.
The whole point of the the algorithm is to detect threats, and more importantly, potential threats. Sitwell also mentions a high school valedictorian and a newscaster, who are just regular civilians with the potential to become dangerous to HYDRA.
In-story, he namedropped Stephen Strange because he is a big enough surgeon that he thought the name held some clout with our protagonists. Remember, Strange isn't just your regular doctor. He is an arrogant, outspoken doctor who is world-famous for his technological advances and for doing many speeches and conferences - including the one he was supposed to be attending when he crashed. Someone with that much influence and that type of personality could potentially be very compromising to a large secret organization like HYDRA.
Out-of-story, the writers threw in the name as a little Easter Egg for fans before the Doctor Strange movie was even announced, and we are both thinking way too hard about this.
It was a bit of a mess up by Marvel Studios thinking they're clever putting easter eggs in but messing with continuity. 😂. Kevin said that he was on the list just because he was a skilled doctor.
This. At the time Winter Soldier came out, Doctor Strange was still in pre-production so the reference was just an Easter egg. At the time Feige had said that Marvel was done with origin stories but obviously that wasn't the case.

That case is definitely not Rhodey or intended to be. It says it's a 35-year-old who crushed his lower spine in experimental armor. Rhodey is clearly not 35, and the War Machine Mark III armor is nowhere near experimental. The director said that this was not a reference to anything aside from maybe showing that everyday people were inspired to be the next Stark.

I think he algorithm figures out those that would fight back if Hydra took control in a less subversive way.
Like Stephen Strange before his accident. Already had the character and personality that wouldn’t let Hydra win.
While it makes more sense for Doctor Strange to be set prior to Winter Solider, he was apparently still a surgeon at this point.
It doesn't make much sense for a neurosurgeon to be on Hydra's list...but, apparently he was.
He wasn't just a neurosurgeon, he was an outspoken, vocal and well-known celebrity.
Questions like this being posted several times a week is why messing with the Time Stone is a bad idea!

There’s a bot for this question right?
"his bank records... His damn SAT scores."
All the other people named, are just regulars who could cause a problem.
Strange is obviously an intelligent, wealthy, person with resources to possibly fight back being a well-known amazing surgeon.
You don't have to be super to cause problems for Hydra.
Just an Easter egg.
