Why do certain states disallow Dividends from Auto and Home insurance?

I have done some preliminary research on the topic, but I cannot find a law or reasoning for a law using my best Google fu. The state in question is North Carolina but any state that has banned Dividends from Auto will do. I mostly want to know reasoning,
