What options are there as far as accepting an echeck online? How much gets taken out for echecks?

I think that Paypal processes echecks? You can probably automatically accept them simply by using WooCommerce with the free PayPal gateway.

Will I be able to turn off credit/debt as an option do you think and just accept echecks?

I'm not very familiar with PayPal merchant settings but I don't think so. A quick glance shows security filters for things like transaction size and buyer geolocation but nothing on what type of payment they use.
If you only want to accept echecks you probably need a specialized gateway plugin.

You could do this with Rent Merchant (https://www.rentmerchant.com/). Although you may not necessarily be collecting rent, it functions the same regardless.
Rent Merchant connects to your Authorize.net/eCheck.net account. Their fee per eCheck is .75% per transaction.
You can also disable the credit/debit card option inside of your Rent Merchant account settings.
