TWW2 (ME Leg): Does anything glitch with Sword of Khaine being drawn by Elf AI if you conquer the other settlements in the province?

TLDR: Turn 50, Lothern AI hasn't drawn the Sword after 25 turns of owning T3 Shrine of Khaine- is this normal?

I'm at turn 50 as Vlad, conquered Tor Anlec (provincial capital of the province where Shrine of Khaine is) as a forward base and have been waiting for Tyrion to draw the sword from Shrine of Khaine. Shrine of Khaine is T3 and owned by Tyrion (Lothern). Abandoned Shrine of Khaine has been t1 for ~25 turns now (as far as I could see after I got to the area). Tyrion camped the Shrine since he took it at turn 25, thought for sure he would draw the sword. Tyrion has just left the Shrine of Khaine after 25 turns and is heading south, is it possible that he will never take it?

I'm not currently at war with Lothern, I took Tor Anloc from Avelorn, who originally owned the Shrine of Khaine as well before Lothern invaded and took it at turn ~25.

Most people from random comments from the 20 posts about the Sword of Khaine have said it is drawn within 15-25 turns in general on their playthroughs.
