Cadre plants her banner into the ground. Enemies within 30 meters that have the banner in their line of sight have their damage output cut by 25% per second up to a maximum of 50%. The damage reduction begins decaying at a rate of 20% 2 seconds after the affected player leaves the area or removes the flag from their line of sight.
Additionally, enemies within the range at the time of the ability's activation are marked, allowing 50% of damage dealt to them to be returned to the attacker as barrier HP that decays at a rate of 4/second.
Allied barriers can block line of sight from this ability.

Nationality: Filipino
Appearance: Cadre is a Filipino woman with black hair and brown eyes. She wears a red bandanna, a scarlet red long-sleeved polo shirt under a dark brown bulletproof vest, black pants, and black combat boots. She also wears two bandoliers, one around her right leg and one around her waist. She has a large maroon flag strapped to her back.
Backstory
President Danilo Ordoja served in the government for 6 years. However, as his term was coming to an end, Pres. Ordoja used the peasant insurrection as an excuse to declare Martial Law and suspend the writ of habeas corpus, allowing him to arrest anyone who opposes his regime.
And so there were. Many Filipinos were up in arms against the President, the most prominent of which is the Philippine Democratic Liberation Army, or the PDLA, which aimed to free the Philippines from the military’s control and bring down the Ordoja administration. Sarah Jane Rivera, callsign Cadre, joined the PDLA because her father, a very vocal member of the opposition, was abducted and executed by the military right in from of national TV.
Sarah Jane Rivera was from a rather wealthy family since her father was a war veteran and a senator. She was enrolled in the country’s premiere university, where she studied political science. She learned of the plights of the masses during previous administrations and wanted to help them out. When Martial Law was declared and she saw the atrocities committed by the regime against her and her fellow countrymen, she couldn't stand idly by as the government goes by unpunished.
Even Overwatch was unable to help. The Philippine government convinced them that they were fighting a rebellion when in reality, it is the government itself that is oppressing the people. Some say that Overwatch actually knew about the uprising in the Philippines, and went into an agreement with President Ordoja to turn a blind eye to it after paying them a large sum of money.
Knowing that even the so called "international peacekeeping force" was unable to help them, Cadre decided to take matters into her own hands and joined the rebel forces. Like her father, Cadre was a born leader and commander. Her abilities as a leader allowed her to quickly rise through the ranks of the PDLA, soon becoming one of its highest-ranking officials. With her superior leadership skills and tactical knowledge, she aims to lead the revolutionary forces to victory against the government to liberate the country and lead the Filipino people back to an era of peace.

Ambush - same as Guerilla but with a brown color scheme
Saya - Cadre's whole outfit is replaced with a traditional baro't saya, the national dress of the Philippines. Instead of a red polo shirt, she wears a white baro. Her bandanna is replaced by a cloth headband and neckerchief. She also wears sandals instead of combat boots and a long red skirt instead of pants.
Filipiniana - Same as Saya but the baro is brown instead of white and the flag, neckerchief, headband, and skirt are all green instead of red.
