Should I start playing again?

I was wandering about starting to play again but I was concerned if I would have to learn new absurd rules and moreover how much money I would have to spend to get a viable deck. Btw I stopped playing when the very first pendulums were beeing released so I know nothing about them and links.

P.S. Sorry for the bad english but I'm not a native speaker
