How will AusSpace work given the state of the art

A federal space program, if worthy of the tax payers $, would have to collaborate with other nations at the frontier. Literally. Given that the people's government of China drops rockets on towns and crash IFOs on last minute notice, Europe apparently can't build rockets, America is over budget and has lately fallen off.. Clearly the future of comsat and rocket Dev will be done in SpaceX, and un/fortunately blueorigin, vgalac etc..

Seems that ausspace would focus on advanced tech like hollenberg quantum internet entanglement, and gov funds SpaceX run depo.

Or will ausspace be like the NBN? fml
