Bought apple watch paid immediately just got an email from seller saying he won't dispatch until funds clear?

I paid with PayPal and if its anything like when I sold something then the money is pending for 3 weeks. I don't want to wait 3 weeks for him to post it out because its a gift for my wife so what options do I have pls.
