Question for UK blacksmiths RE oxy-acetylene torch

Hey, I was wondering if I could get some quick advice? :)

I'm looking to get a torch for my workshop, but I am unsure on the regulations for it. I know that tanks need to be rented from a registered supplier, that they need to be stored chained up, and that they need arrestor valves. Am I missing anything?

As a bonus question, could anyone recommend me a source for a decent torch at a modest price? I know it pays to invest in quality, especially for items such as this, but my business is just starting out so I don't have a huge amount to throw around right now.
