Nebenkostenabrechnung problem with previous Landlord

Hello all,

I am a new member to the community and would like to consult your knowledge about a problem I have. I moved out of my apartment around end of January 2018. Normally I used to get NKA from my landlord in February or March latest, but since I moved out he did not provide me anything this year for 2017. I tried to call him numerous times and sent even couple whatsapp messages but he simply ignores me. He has been a very unreliable guy from day one so I kind of got used to it. However I would like to do my Tax declaration and for that I need the nebenkosten paper according to my agency. What would you recommend me to do in this case wise members? Does moving out give him an extended period of time for doing NKA or is he just lazy and trying to avoid me? Thanks in advance for all the help.
