Can someone explain to me how Expansion Ideas light bulb works?

It says "Can Fabricate claim overseas in Trade Company regions" but even though I finished the whole group, I still can't fabricate on provinces I don't border in India or South East Asia. And I checked specifically if the provinces I want to claim are in Trade Company Regions and they are. So is this a bug or am I missing something?
