Meta impact of Shooting Riser Dragon, + potential combos (with/without Needlefiber)?

So after the recent announcement of Shooting Riser Dragon as the next Jump Promo, I was wondering how much it would affect our meta once it hits. Obviously it has much more utility once we get Needlefiber, but do you guys think it'll have any significance even without Needlefiber? And for if/when we get Needlefiber, what are some combos and things you can pull off with these two cards together?
