Why wasn't Half Life 3 made?

I know it's a meme at this point, but this is an honest question. I'm not really part of the fandom, but I know that the first two were very popular games. Given the amount of demand, wouldn't it be an obvious (and lucrative) choice to create it?

Since HL3 become a meme, people have insanely high expectations. Every HL3 would be a disappointment, even if it would be objectively a good game.

But why was work never started on Half Life 3 after the second came out, before it became a meme?

It was actually but they scraped as soon as they realized that it would be a disappointment nomatter what they do.

So they thought it was better to leave their fans hanging then give the story closure? I can't understand that?

They thought it's better to don't do it, than to get crap for a game Which could never meet the overly high expectations.

Valve makes tons of money selling other people’s games on Steam now, they don’t want to risk a bunch of money on game development that might not make a decent profit.
