Dutch revolt spam still hasn't been fixed. Why?
How long has this nonsense been in the game? Have the devs ever mentioned it?
I'm playing a game where AI Burgundy survived and is doing really well - but the netherlands exists in a select few provinces so they're basically getting shafted for no good reason.

That seems intended.
If the Netherlands exists then Dutch people living in the low countries will want to join the nation they see as theirs. If you want to hold the low countries you have to take out the Netherlands if they ever pop up.
I get the intention, and I wouldn't mind it if it wasn't so broken. If you own just two or three dutch povinces you can massacre the half the population of the entire Netherlands before the revolts subside. It should be far less frequent - say, max one revolt per dutch province owned.
I bet the Spanish felt the same way during the 80 years war
