Exotic/weapon quest

Question

Why can't the weapon/exotic quest that don't directly tie into the story be account based? Like for the broadsword, or Luna why so I have to play on that one character to progress it? I like spreading the to both my warlock and hunter.

Exotic quests have been character based since the start.

I know. Im just saying why couldn't they be account based? Instead of me having to do the same quest 3 times

Its advantageous in a way!

I did chaperone three days ago and got it at 313 light. On my next character today i got it at 332 light!

Its sort of a double edged sword!

To my knowledge nothing in d2 or d1 is account based why would we suddenly get that
