Suggestion: Static Image Layers

How feasible would it be to add the ability to import static images as additional display layers? For instance, if I use an external tool to create a "satellite" image of my map, it would be awesome to have that displayed under the labels and text similar to how heightmap is now. That allows a map to have additional info that doesn't have to be coded in, while still preserving the interactivity, tooltips etc.
