I'm not actually in that position myself (luckily), but if a single mom grows up poor household that doesn't eat much self-cooked food and then has to work 50-60h a week because she is still poor: Can you really blame her for not knowing how to cook? For some (read: a lot of) people the economic reality is that they can't just take time to learn a skill like that if it doesn't make them money in the short term.

Also the shopping takes much longer when you consciously look at every ingredient and product instead of just buying the pre-packaged/frozen meal stuff.

What about people who live in food deserts? I can't imagine they're really afforded much opportunity to learn.

And who teaches them? Plus, knowing how to cook is a different skill than budgeting and meal planning. You need all three skills and the time to put them to use to avoid this situation.
