2 interviews then on hold

I was contacted by the HR of a firm that found my LinkedIn profile and thought that I would be a good match for a new district manager position (they are dividing a current territory in two). A couple weeks later I spoke with the HR person that emailed me about my work history and other qualifications for about 45 min. The interview went well and we set up a time for me to speak with the territory manager. My interview with the territory manager lasted about an hour and also went well. We spoke about meeting in person in the upcoming few weeks. A few days later I received an email from the HR person saying that I had officially made it to the next round of the interview process and that she would be in touch about a time that I would meet with territory manager. A couple weeks went by and I hadn’t heard anything, I sent a couple emails and left a voicemails with no response. I called today and spoke with HR. She said that the job was on hold and she would contact me with any new information. What is going on? BTW, I am currently employed, but believe that the job I have been interviewing for would be a better fit to my skill set, and would also be a significant increase in my pay.
