Just a little summary for those out of the loop:

The dev revoked a sizeable amount (possibly all) of the copies he previously sold through bundles via Groupees and IndieGala. Over a year after they had been issued and in Groupees' case, more than four years after the bundle had initially been sold.

His explanation: "IndiaGala did not pay me, I didn't revoke Groupees keys."

Groupees buyers: "Errrmmm ... yes, you totally did. All of our keys were revoked."

IndieGala: "By the way, here is a copy of the PayPal receipt that proves that we have paid you on time and over a year ago."

Developer: "I'm not lying ... but I have contacted Valve to give you the game back."

Valve: "This developer has not reached out to us about this issue. We're happy to help if he so wishes."

Developer: "I'm not lying and I don't have to do anything!!! Who are you going to believe, me or your own lying eyes?"

Although personally believing you, something must be miss within your findings because Steam/Valve never ever let such bad Developers within their midst. There are countless examples on r/Steam that they've been banned instead of customers and in few of the cases Valve even "reversed" game revokes/deletion.

So... If Valve is not doing something right now, there must be something that's stopping them as it's merely a single Indie developer that could be got ridden easily. Got both bundle's keys, never had time to activate to see this and even noticed developer changed the sub and joined Autumn Sale for new potential revokes. What a joke.

Here is the thread at IG showing that he did get paid and has lied:

I never had the game, but if this Dev isn't punished in some way. What is to stop more and more Dev's revoking our games? There needs to be a precedence.

Supposedly steam is not giving him anymore keys or he doctored a page to look like it

Valve really should have a settlement deadline on keys. If you don’t turn up any good reason after 3 months as to why the key should be revoked there should be no way for you to do it.

Yeesh.. Doesn't he know the gaming community is the last group of people you want to piss off? We don't let things die easily.

Even though this is the first I've heard of it, I've put it on the "not interested" list just to keep it out of sight.

Whelp, that's one way to tank the ratings on your game.

All the owners that reviewed the game have about 6-10k products in account.
