ChromeDriver security error with Chrome/Apache?

I've been testing out a new HTTP/2 config for Apache, and I'm finding that when ChromeDriver launches a browser, I get a failure to connect with this error: err_spdy_inadequate_transport_security. If I refresh the driver spawned browser, the page loads properly and if I navigate to the same URL on my own (not spawning it via ChromeDriver), the page loads.

Is there a setting that I'm missing for the Chrome driver? I don't see this with another Apache server that isn't using HTTP/2, so I figure it must be something with ChromeDriver and HTTP/2. I don't really want to disable it for ChromeDriver since I want the test environment to be the same as the production environment
