What was Michael even doing at the fallout shelter in the first few episodes? [Spoilers for apocalypse]

Forgive me if this is a dumb question or its been asked already, but why was Michael even at the outpost during thr first few episodes of apocalypse? His plan was done. The whole world was destroyed just like he wanted. Guy coulda just sat around in the mythical 'Sanctuary' with his feet up for about 500 years. In fact, the whole Witch's plan revolved around Mikey boy returning to the outpost. Was he literally just there to fuck with everyone?
