can someone tell me the right conditions for some neon tetras?

I’ve seen websites tell me they’re hardy fish, fragile fish, fish that live in 70 degrees of water, and fish that need at least 78 in order to survive. even their wikipedia article is confusing

if my house is maintained at a steady 70 degrees, do i need to go out and buy a heater for this fish? thanks.
