Armytek question/problem with missing parts

So I took a chance and bought an armytek Elf C2* from a store I had never heard of (firefighter.com) as a birthday gift. When the package showed up, I actually received a C1. I called up their phone number and they apologized, said the item went through several quality checks, but somehow they shipped the wrong one. Offered me a partial refund and I accepted. I figured the lower battery life isn't the end of the world. On the actual birthday when we open the package up, the headband/strap with the mounting clip for the light is missing, and the battery is already installed and nearly dead. Needless to say, I'm miffed. It looks like someone very carefully opened the bottom and repacked the light. I called and emailed Firefighter.com several times with no response. Considering armytek charges an insane 30USD for shipping, I'm trying to figure out the best option to salvage this present.

TL:DR, Got screwed by an open box item, need an armytek headband for not a ton of money.
