Black forge multi-character inconsistency?

It seems that one of my classes got denied on a powerful frame craft.

Did unlock quest on my first character, got the powerful machine gun reward, see option to do a powerful machinegun and a powerful autorifle craft. I do the powerful autorifle craft and stow the character to do the second one. One balistic log spent, one remaining.

Did unlock quest on my second character, got the powerful machine gun reward, see option to do a powerful autorifle craft and a REGULAR machinegun craft. I still even have 2 ballistic logs available n this one!

Why didn't my second character get the option to do 2 powerful weapon crafts?

I even took a peek on my third character, it does have that option.
