Windwalker feels terrible at low levels. Does it get better?

I'm leveling a WW monk and so far it just feels bad. I have leveled an Outlaw Rogue to level 72, a survival hunter to 52, an arms warrior to 26 and another survival hunter to 63. I enjoyed the above immensely(I RP and quest exclusively, no dungeons etc).

I wanted to level a Draenei monk because I want to punch people in the face as a Draenei. So far, however, the rotation is incredibly unsatisfying and beyond static. I am aware that rotations are fairly limited and static for most classes. However, in many cases, there is something keeping your engagement. As a surv hunt, you have to manage focus through wildfire bombs/kill command/ToE and keep your DoTs up while maximizing the number of raptor strikes. As an outlaw, you have to manage and play along with RtB buffs, work procs into the rotation, max cleave uptime. Even if you run out of energy, you only have to wait a bit as SS is 35 energy, plus there are a lot of tools in the arsenal that are either energy independent or help with energy regen. Even Arms Warrior, who is generally rage starved early on has tools to help him with it, such Overpower. All of the above have abilities that play off each other and help fill the gaps in GCDs.

For WW, at level 26 you have four offensive abilities. Tiger's palm is perhaps the most undewhelming generator in the game, dealing pathetic damage and costing a whopping half of your energy pool. Rising Sun Kick is on a 10 second cooldown and hits like wet tissue paper until level 36, so it's basically not worth using until then. FoF is on a 24 second cooldown and it barely deals more damage than just using Blackout kick 4 times(which relegates it to cleave duty). Talent-wise, you get either wave, which is mediocre damage on a decent cooldown or hadouken, which is decent damage on a long cooldown.

The end result is that the rotation on every mob looks like: Chi Wave -> Tiger Strike x2 -> Blackout Kick x4 -> Tiger Strike -> Blackout kick x2, rinse and repeat. And it doesn't look like it's going to change much, as nothing in the spell/talent book really looks like it can spice up the rotation.

Am I doing something wrong or is WW gutted and boring?
