Anyone having trouble finding full servers in the server list?

So according to steam there are around 700 players on at the moment. However every time i try to play i never seem to see the full amount of servers in the server list. It loads anywhere from 24-30ish after i refresh it a lot but even then nearly all the servers it show me are empty except from 2 or 3 EU ones that barely have a full servers amount between them, and never anywhere near the amount of players that should be on according to steam.
