[Fo4] Cannot change load order at all in NMM

In NMM I cannot change the load order for any mod at all, the green arrows on the side are grayed out as well and I can't even drag mods. I think that the problem may be that I have a few bethesda mods as well- and I cant edit load order from the bethesda menu either and I have also tried running NMM in admin mode. is there a way to get past this without uninstalling all of my bethesda mods too?

edit- so the in game mod load order manager allows me to move some mods but not others? and even with some mods they cant be moved above certain others
