Help identifying/replicating website function - Teacherspayteachers

Hi everyone,

Apologies in advance if this is the wrong place for a question like this.

My dad and I are trying to build a very basic website for me and my fellow students to share our school counselling resources with each other. Our ultimate aim is to replicate (without the monetization) a website like https://www.teacherspayteachers.com/ where people can independently upload, rate and comment on resources/tools etc. We're having trouble finding an appropriate wordpress plugin to do this and neither of us have the coding skills to build something like this from scratch.

Could someone help identify what/how the Teachers pay teachers website is doing this or suggest a relatively simple alternative for our needs? We don't have a large budget as this is a personal project and the website is likely to only be used by 20-30 people (it is an outrageous success a maximum of 100-200 people!). Cheers!
