How to enable Random Natural Disasters

I recently bought the natural disasters DLC, i selected to have random disasters strike the city, so i started a city, only for it to get burned down by numerous wildfires. Upon starting a new city the Natural Disasters buildings and such were their and while i have spent at least 10 hours in the game, no natural disasters spawn

The only mods i have are
