Are there any places in particular where I can find better gear / blueprints?

I've been plugging along, pretty slowly I admit, and feel like I can barely mod any of my leveled guns and it seems like I can barely craft anything but the bare necessities when it comes to building a base. Is it just something that comes along at higher levels (I'm at 23 I think, before the last shutdown), or are there better ways to get mods and crafting recipes?
