Oil Catch Can Rule

Is the 0.9L for a catch can rule a typo? I don't think any team is going to have 9L of fluids on board for anything that they would use the 10% instead. We'd like to keep the packaging as small as possible even if a 1L plastic bottle isn't a lot of weight.
