Best place to Shiny hunt magikarps?

I’ve been hunting at the bottom of route 13 against the rocks but wondering if anyone else knows of a better spot? Chose this spot as I’m unsure how far off screen Pokémon spawn and it’s a relatively large area I can circle around to check any that have spawned off screen
