Is my data a Sample or Population

Working on a Group Project for my BNAL class. We decided to use the Census to compare the probability of a Fatal Injury in each Industry Sector. I'm making a descriptive statistics table in excel that requires standard deviation.

My question is, if I am only using the data from the table (column A containing the different industry sectors and column B containing the Total Fatal Injuries for each of those sectors), would it be considered a sample or population?
