Please tell me what I should do

I wanna apply to the University Of Houston, however my gpa is really low (2.97 unweighted & 3.2 weighted). My SAT score is a 1280 and I took the December 1 SAT and I’m pretty sure I scored between 1300-1350. Should I apply now with my current stats or wait until the beginning of next year where my gpa will most likely be over 3 and I’ll have my latest sat score. Is it bad to apply after December?
