Indonesian Tree Boa

Hey y'all, so I just recently bought an Indonesian Tree Boa / New Guinea Tree Boa and I'm having a really hard time finding any information for care online. Apparently this is not a very common species of boa to have and I just want to make sure he's being taken care of right - he is about 1 foot in length, pretty sure it's a male, and I've had him since black friday, I've offered a pinky to him twice, one I even scented with some lizard bedding but he couldn't have been less interested in it. Even though he is a tree boa he is constantly hanging out on the floor of his terrarium, he has plenty of branches and plants to climb on. Could he be too cold? The only lamp he has is a very low watt uv bulb as the lady at the pet store said this breed likes cooler temperatures and high humidity but I'm worried it's a little too cold. The terrarium remains in the low 70s 24/7, should I get a heat pad to place on the bottom to raise the temp up a bit? I'm worried that he hasn't eaten since I've gotten him, any help or advice would be greatly appreciated!
