Does anyone know if the weather in jc4 is dynamic or not?

From what I've seen the weather is tied to specific missions or around the area missions are located. I haven't seen any randomly occur. For example I went to the rainforest region and didn't see any lighting storms until I did the mission that had them occuring. Correct me if I'm wrong but the weather in each biome seems scripted to missions and not randomly occuring.
