Frustration about bad sets / setter

First of all I apologize for my english, it's kinda clunky.

I'll give you some context: We are a group of new players (18 months or so) who live in Spain, which is a country with little to none male volleyball tradition. We resuscitated the club's male senior and Eva is coaching us this year. The practices are focused on basic things but without much emphasis on the technique.

The issue here is that our MAIN setter isn't capable of setting to 4, not even from free balls. He doesn't give height to the ball and/or sends it monstrously away from the net.

The real problem is that it feels like Eva doesn't even care. IMO we should work non-stop to fix that, and instead we are like "Meh, he will just get better eventually". Guess what, He almost didn't improve at all last year. He is ballasting the whole team play and momentum. It feels horrible when you work hard to make a good recive and then you can't even spike.

So te question is, what do I do? He tries his best, even if he is not the most motivated player in practices or matches. Do I talk with Eva about that? Do I talk with the club and try to make them train setters seriously? Have you been through similar experiences? Any advice or opinion would be nice.
