Any way to report an incompetent seller?

I never had an issue on ebay until I came across this seller. I bought an item (Iphone camera to lightning adapter) from a seller who's selling with multiple accounts. Account 1, PayPal goes through and seller ships with no problems and with tracking. Account number 2, Seller has PayPal issues as I make payment, payment comes out of my bank account. Paypal shows the funds as payment unclaimed. The seller claims he did not get paid. I call up eBay who assures me payment on my end is fine and it's an issue with the sellers PayPal account. Seller cancels the transaction and I retry it again after seller says everything is fine on his end. Order number 2, same thing. I send seller screenshots of my chase account, PayPal account and everything showing that I paid. Seller says he would ship and marks the item as shipped with no tracking. Paypal eventually clears and shows the transaction as completed. The seller then goes in and cancels transaction claiming issues with the address. Nothing wrong with the address as I have had other items sent and I get mail, bills, and Amazon at the address no problem. I mark the item as not received as the items was never sent to me. Seller emails me saying he sent it and I'm trying to screw him claiming payment was never sent. I email him back saying nice try but the PayPal payment cleared, and he never sent if he did he wouldn't have canceled the transaction and he would have shipped with tracking. The seller then issues a refund and says he's going to report me to eBay for stealing.
