Brother is addicted to meth

My older brother has had problems with drugs since he was 12, Just weed back then. Been to rehab and juvy many times. But when he turned 18 he moved several states away to live with his junky girlfriend in Arkansas, bad idea. He is technically homeless, but always has couches to sleep on. He told me himself that he does meth and that he is incredibly unhappy. I feel for him and don't know how I can help. Are there free rehab facilities in Arkansas. I don't know if he would go if there were any. Has anyone been through this too?
