Why does Barry never stop time?

He can freeze time to the millisecond. In the episode with the bomb, he ran around the city for "hours" before it could go off. I just don't understand why he never goes into Flash time to cuff Cicada and lock him in the pipeline. It should be his opening move against all metas, really.
