Google photo filled my new pixel 3

I use Google photo to backup several terabytes of photos from my pc. I connected my new pixel to my Google account and its downloaded the entire phone storage full in the past 48h. I was expecting it to backup photos from my phone to the Google cloud, not the other way around.

What's the deal?
