Is PCGS coming down hard with grades?

I am relatively new to collecting, but I sent in a submission to PCGS recently that really got brutalized that I didn't expect and was wondering how many others are dealing with this currently. I was thinking of going through NGC to try for their grading, but are they being harsh now as well?

I was not too sure with this one as I pulled it out of a 20th century type coin framed set, but a morgan in the same set with similar coloring I sent in with the same batch graded out fine at MS63: https://www.pcgs.com/cert/36353362

The peace dollar has really nice luster in hand as well, but maybe I am missing something and it really is cleaned?

Also I am not sure why this 1909 VDB penny got labeled as questionable coloring... I do not see anything as questionable but again maybe im wrong: https://www.pcgs.com/cert/36353365

Any Opinions or suggestions are definitely welcomed. Maybe I am wrong but I think those are just nice coins.
