Does Licenseless Rider have S-class potential?

So as well all know, in the new redrawn pages of this recent volume we see some interesting new additions to the hero side. They added some S-class heroes (understandably so) and it seems to be an S-class exclusive page... until we see Licenseless Rider standing side by side with them. What could this mean? Does this mean that Licenseless Rider has the potential to become S-Class himself one day? Maybe Murata was giving us a little nod? Seems like he won't be the useless but well-intentioned hero for much longer.
